    On October 19th, 2010 the Public Policy Forum launched Ten Tough Jobs 2010, a report profiling 10 of the most challenging and exciting jobs in the federal public service.

    Ten Tough Jobs 2010 showcases senior positions in the public service, some of which are not well-known - either to the general public or to other public servants. This report updates the Public Policy Forum's 2002 Ten Tough Jobs report.

    The Forum and its partners Gowling Lafleur Henderson and Oliver Wyman held a national launch event in Ottawa to celebrate the release of this exciting publication at which the Clerk of the Privy Council, Wayne Wouters provided some thoughtful remarks.

  • Making Parliament More Functional and Relevant

    Presenting the Keynote Address at the Question Question Period conference Ed Broadbent gives his thoughts on improving the civility and functionality of Parliament - both through rules changes and electoral reforms. He argues that in order to make Parliament more relevant for Canadians we must ensure that it serves its intended purpose as a platform for honest, articulate debate. The House of Commons, he suggests, should be able to accommodate political conviction without the unruly behavior we see today. But, he notes that our current party system and method of electing MPs hampers efforts to reduce the animosity in the House - major structural reforms in these areas, he argues, are needed.

    In accepting his 2010 Testimonial Award, Preston Manning emphasized the importance of innovation - new and better ways of doing valued things. He complemented the PPF for the work it continues to do in this area, and highlighted the innovative work each of his co-honourees has done in their respective fields. And he called on Canada - an innovation itself when created nearly 150 years ago - to encourage innovation, essential to providing Canadians with the means to redefine and sustain our quality of life.

  • The Changing Nature of Public Service Leadership

    In this address to newly appointed Assistant Deputy Ministers, David Mitchell encouraged his audience to find their own leadership style; one suited to their personalities, and more importantly, aligned with the context and the challenges they will face. In addition, he stressed the need for every leader to develop a guiding, over-arching philosophy about how he or she can best add value to the organization. This philosophy, in turn, determines in large part the approach a leader will take strategic leadership. And, if successful, your approach will be less a function of personality, than a coherent style of management that can flexibly meet the demands of the times.

    As this year’s Gordon Osbaldeston lecturer, Dr. Piper provided her insights on how the public service can adapt to our changing world. At the heart of her lecture was a single question: Will our public policies and institutions, many created in the previous century, allow us to address complex 21st century challenges? If not, how must the role of the public service change and how must public servants engage – or make contact with – stakeholders, communities and the public?

    With a background in epidemiology and biostatistics, as well as a decade of experience as UBC’s president, Dr. Martha Piper offered a unique perspective on public policy and public service in the 21st century. Born in Ohio and a longtime Canadian citizen, she received the Order of Canada in 2002. Her commitment to public life remains strong.
