Biography

Garnet Garven is a Senior Fellow and leads the new Western Canadian Office.

On leave from the University of Regina, Garven served as Saskatchewan Premier Brad Wall's first Deputy Minister and Secretary to Cabinet. As head of the Saskatchewan Public Service, he led the "organizing to govern" process for the new Government from 2007 to 2009. Professor Garven has returned to the University of Regina where he has been seconded to establish the new Western Canadian office of the Public Policy Forum.

Prior to his service to the Saskatchewan Government, Garven was Dean of the Faculty of Business Administration for 12 years. During his tenure as the longest serving Dean ever at the University of Regina, Garven established the Paul J. Hill School of Business, the Kenneth Levene Graduate School of Business and the Centre for Management Development, in recognition of two of the largest individual philanthropic gifts to the University of Regina. Garven was also instrumental in the establishment of the Saskatchewan Institute of Public Policy and the Johnson-Shoyama Graduate School of Public Policy.

Garven returned to Saskatchewan 16 years ago from London, Ontario where he was a Research Fellow in corporate governance in Canada's National Centre for Management Research and Development at the Richard Ivey School of Business - University of Western Ontario.  While at Ivey, he served as Chief Commissioner of the Review into workers' compensation, health and safety for the Government of the Northwest Territories and Special Advisor to the Government of Ontario on workers' compensation reform.

As a business school professor, Garven teaches and researches business policy, corporate governance and senior management teams. He has contributed more than 100 presentations, reports and publications. He has provided advisory services to four provincial governments and has consulted to move than 80 other public, private and non-profit organizations. Garven has extensive senior management experience across the municipal, provincial, Crown corporation and academic sectors.

Educated in business administration at the Universities of Regina, Saskatchewan (Saskatoon) and Western Ontario (London), Garven has held senior roles in the City Manager's Office - City of Regina, Saskatchewan Finance, Saskatchewan Executive Council, the Government of Ontario and for seven years was Chairman and Chief Executive Officer of the Saskatchewan Workers' Compensation Board including National President of the Association of Workers' Compensation Boards of Canada.

Garven is a member of the board of director of Montreal based PSP Investments (Public Service Pension Investment Board which manages $60 billion in assets). He has served on a number of corporate, government and non-for-profit boards of directors and remains active in the business and government communities having been a director of the Regina and District Chamber of Commerce and the Saskatchewan Chamber of Commerce. Garven has been active in the Institute of Public Administration of Canada for 35 years. He has served twice as President of the IPAC Saskatchewan Regional Group, twice on the National Board of Directors, and 10 years as a member of the editorial board of the Journal of Canadian Public Administration.

Garven is a former director of the Canadian Association of Administrative Tribunals and recently served on Canada's Federal Judicial Advisory Committee with responsibly in recommending judge appointments. Garnet Garven was recently awarded an Honourary CMA, by the Society of Management Accountants of Saskatchewan for meritorious service to the management accounting profession.
