Francine Blackburn is Executive Vice President, Regulatory & Corporate Affairs and Chief Compliance Officer at RBC. In this capacity, Mrs. Blackburn provides independent oversight of the management of RBC’s regulatory and compliance risks and ensures RBC has maximum flexibility to pursue enterprise and businesses’ strategic objectives within the governmental and regulatory environments in which RBC operates. 

Prior to assuming these responsibilities, Mrs. Blackburn was EVP & Chief Internal Auditor at RBC for 11 years and prior to that, held progressive roles in Group Risk Management over a 5 year period. As Senior Vice President, Risk Policy & Portfolio Management, she had responsibilities for leading the risk policy, credit portfolio management including country analysis and strategies and operational risk management practices across RBC. Mrs. Blackburn has been with RBC since 1993, with prior responsibilities in Treasury, market risk policy, and risk management of equity derivatives. 

Prior to joining RBC, Mrs. Blackburn was Managing Partner of the RT Securities group, the corporate treasury arm of Royal Trust, which she joined in 1987. Mrs. Blackburn started her career in audit with the accounting firm of Touche Ross in Montreal (now Deloitte), where she specialized in financial institutions.  She is a chartered accountant, CPA and Certified Internal Auditor, and graduated from McGill University in 1980.   Mrs. Blackburn is actively involved in the Toronto community and sits on the Board of Governors and the Audit & Finance Committee of North York General Hospital and also served on the Board of Directors of the Toronto French School. She sits on McGill University’s Global Leadership Panel and has been a guest lecturer in the Management Faculty.
