Le 19 octobre, 2010 le Forum des politiques publiques a lancé Dix postes difficiles 2010, un rapport dans lequel sont présentés dix des postes les plus difficiles et les plus passionnants de la fonction publique fédérale.
Dix postes difficiles 2010 présente des postes de haut niveau dans la fonction, dont certains ne sont pas très connus du grand public et des autres fonctionnaires. Ce rapport est une mise à jour du rapport 2002 Ten Tough Jobs publié en 2002 par le Forum des politiques publiques.
Le Forum et ses partenaires, Gowling Lafleur Henderson et Oliver Wyman, ont organisé un lancement national à Ottawa à l'occasion de la publication de ce rapport fort intéressant. Le greffier du Conseil privé, Wayne Wouters, y a fait quelques commentaires bien pensés.

Making Parliament More Functional and Relevant

Presenting the Keynote Address at the Question Question Period conference Ed Broadbent gives his thoughts on improving the civility and functionality of Parliament - both through rules changes and electoral reforms. He argues that in order to make Parliament more relevant for Canadians we must ensure that it serves its intended purpose as a platform for honest, articulate debate. The House of Commons, he suggests, should be able to accommodate political conviction without the unruly behavior we see today. But, he notes that our current party system and method of electing MPs hampers efforts to reduce the animosity in the House - major structural reforms in these areas, he argues, are needed.

Celebrating Innovation

In accepting his 2010 Testimonial Award, Preston Manning emphasized the importance of innovation - new and better ways of doing valued things. He complemented the PPF for the work it continues to do in this area, and highlighted the innovative work each of his co-honourees has done in their respective fields. And he called on Canada - an innovation itself when created nearly 150 years ago - to encourage innovation, essential to providing Canadians with the means to redefine and sustain our quality of life.

The Changing Nature of Public Service Leadership

In this address to newly appointed Assistant Deputy Ministers, David Mitchell encouraged his audience to find their own leadership style; one suited to their personalities, and more importantly, aligned with the context and the challenges they will face. In addition, he stressed the need for every leader to develop a guiding, over-arching philosophy about how he or she can best add value to the organization. This philosophy, in turn, determines in large part the approach a leader will take strategic leadership. And, if successful, your approach will be less a function of personality, than a coherent style of management that can flexibly meet the demands of the times.

Ayant oeuvré dans le domaine de l'épidémiologie et des biostatistiques, et en tant que recteure de la University of British Columbia, Martha Piper offre une perspective unique sur les politiques publiques et sur la fonction publique au 21ème siècle. Née en Ohio et citoyenne canadienne de longue date, elle a reçu l'Ordre du Canada en 2002. Son dévouement à la vie publique demeure fort. Elle siège présentement à la Trilateral Commission, un organisme regroupant d'éminents penseurs et d'anciens chefs de file nord-américains, européens et japonais. En tant que conférencière Gordon Osbaldeston, cette année, Madame Piper se prononcera sur les façons dont la fonction publique peut s'adapter au monde changeant. Au coeur de son discours, intitulé Adapter les politiques publiques aux réalités d'un monde changeant : un sport de contact, deux questions seront posées : Nos politiques publiques et institutions, dont plusieurs ont été créées au cours de la dernière décennie, nous permettent-elles de relever les défis complexes du 21ème siècle? Sinon, comment le rôle de la fonction publique doit-il changer, et comment les fonctionnaires peuvent-ils s'impliquer (ou établir un contact) avec les intervenants, les communautés et le public?
