Turning the page on workplace literacy: a policy discussion

Poor workplace literacy levels are Canada’s greatest productivity challenge. Literacy is not just the ability to read and write, but to do so well; to communicate effectively orally and in writing and to aptly navigate civic, health and financial written material so as to make informed decisions, plan ahead, and to educate children and younger generations to care for themselves.

Canadian literacy levels have been in decline since 2003. Today, 48 percent of Canadian adults still do not have a high school reading level. Low literacy translates into decreased financial security, a lower standard of living as a result of a lower income, and poorly informed health decisions. In your experience at Canada’s Building and Trades Unions, you understand the importance of having staff who understand the risks associated with their job. Very practically, low literacy and essential skills can mean misunderstanding instructions, the inability to address a tricky situation, or worse, severe workplace injuries.

The Public Policy Forum, in partnership with ABC Life Literacy Canada, are examining the prevalence and associated issues and challenges with identifying and overcoming workplace literacy and essential skills in Canada. There are no secrets here. We know the barriers to workplace literacy and other essential skills. We know how to address the gap. So why aren’t employers stepping up? Good question. On March 10, the Forum and ABC Life Literacy are gathering together key players from the manufacturing sector in Winnipeg alongside champions of workplace literacy and essential skills from the local government, colleges, and universities. Together, we will learn about the skills gap and the programs that exist to improve workplace literacy and essential skills for employees.
